世界道教联合会道士认定备案办法
第一条 为加强各会员单位人员管理，指导会员单位做好道士认定管理工作，根据《世界道教联合会章程》及国际道教工作实际制定本办法。
第二条 本办法所称道士是指经世界道教联合会会员单位认定的道教教职人员。
第三条 申请道士认定，应当具备下列条件：
（一）遵守相关国家和地区法律法规，具有合法公民身份；
（二）道教信仰坚定，认可并遵守世界道教联合会规章等规章制度，持守不杀生、不偷盗、不淫欲、不妄语、不酗酒等道教基本戒律，不诽谤其他宗教，有一定宗教造诣；
（三）入道2年及以上，有明确的道派师承。
第四条 道士认定应当遵循下列程序：
（一）本人向接纳其入道的会员单位提交申请；
（二）会员单位对申请人严格审核认定；
（三）各会员单位在认定申请人道士身份后，应当向世界道教联合会提交道士备案表和身份证明材料，申领道士证书。
第五条 道士证书由世界道教联合会统一印制。
第六条 道士由所在会员单位负责日常教务管理。
第七条 会员单位每3年对认定的道士身份进行核验。不合格的，或不接受核验者，取消其道士身份并公告，报世界道教联合会备案。
第八条 道士证书如有遗失或者损毁，应当由所在会员单位出具证明，及时向世界道教联合会申请补办。
第九条 道士违反世界道教联合会规章制度的，由其师父或所在会员单位进行处置。
第十条 道士主动放弃道教信仰，或因其他原因丧失道士身份的，由所在会员单位解除其道士身份并公告，向世界道教联合会申请注销备案。
第十一条 道士从事道教活动，应当遵守当地法律法规。
第十二条 本办法由世界道教联合会负责解释。
第十三条 本办法自公布之日起施行。
第十四条 本办法适用于中国以外国家或地区的会员单位对非中国籍道士进行认定备案。
中国香港特别行政区、中国澳门特别行政区的会员单位参照本办法制定规定报世道联备案。
World Federation of Daoism Regulations for the Registration of Daoist Priests
Article 1
In order to strengthen the personnel management of member organizations and to guide them in the registration and management of Daoist priests, these regulations are formulated in accordance with the "Charter of the World Federation of Daoism" and the practical circumstances of international Daoist affairs.
Article 2
The term "Daoist priest" as used in these regulations refers to Daoist clergy recognized by the member organizations of the World Federation of Daoism.
Article 3
To apply for registration as a Daoist priest, the following conditions must be met:
1. Comply with the laws and regulations of relevant countries and regions, and possess legal citizenship;
2. Have a firm Daoist faith, recognize and comply with the rules and regulations of the World Federation of Daoism, uphold basic Daoist precepts such as no killing, no stealing, no sexual misconduct, no lying, no alcohol abuse, no slandering of other religions, and possess a certain level of religious attainment;
3. Have been initiated into Daoism for at least 2 years, with a clear master-disciple lineage.
Article 4
The recognition of Daoist priests shall follow these procedures:
1. The individual submits an application to the member organization that accepted their initiation;
2. The member organization strictly reviews and recognizes the applicant;
3. After recognizing the applicant"s status as a Daoist priest, each member organization shall submit a Daoist registration form and identity verification materials to the World Federation of Daoism to apply for a Daoist certificate.
Article 5
Daoist certificates are uniformly printed by the World Federation of Daoism.
Article 6
Daoist priests shall be subject to the daily religious affairs management by the member organizations to which they belong.
Article 7
Member organizations shall verify the recognized Daoist status every 3 years. For those who fail or do not accept the verification, their Daoist status shall be revoked and publicly announced, and reported to the World Federation of Daoism for record-keeping purposes.
Article 8
If a Daoist certificate is lost or damaged, the member organization shall issue a written confirmation and promptly apply to the World Federation of Daoism for a replacement.
Article 9
Daoist priests who violate the rules and regulations of the World Federation of Daoism shall be disciplined by their master or their respective member organization.
Article 10
If a Daoist priest voluntarily gives up his/her Daoist faith or loses his/her Daoist status for other reasons, the member organization shall terminate his/her Daoist status and announce it, and apply to the World Federation of Daoism to cancel the registration.
Article 11
Daoist priests engaged in Daoist activities shall comply with local laws and regulations.
Article 12
The World Federation of Daoism is responsible for the interpretation of these regulations.
Article 13
These regulations shall come into force on the date of promulgation.
Article 14
These regulations apply to the recognition and registration of non-Chinese Daoist priests by member organizations in countries or regions outside of China. Member organizations in the Hong Kong Special Administrative Region and the Macao Special Administrative Region of China shall formulate regulations with reference to these regulations and report them to the World Federation of Daoism for record-keeping purposes.
