世界道教联合会道教徒入道办法
第一条 为推动道教在国际上有序传播，指导世界道教联合会各会员单位做好道教徒入道的接纳与管理工作，根据《世界道教联合会章程》规定及国际道教传承现状制定本办法。
第二条 本办法所称入道是指道教徒成为世界道教联合会会员单位（以下简称会员单位）认定的预备教职人员的程序和仪式。
第三条 申请入道，应当具备下列条件：
（一）遵守相关国家和地区法律法规，具有合法公民身份；
（二）信仰道教，认同道教基本教义，对道教常识、主要经典有基本了解；
（三）品行端正，持守不杀生、不偷盗、不淫欲、不妄语、不酗酒等道教基本戒律，不诽谤其他宗教；
（四）有明确的道派师承。
第四条 入道应当遵循以下程序：
本人提出入道申请，由师父举荐至会员单位进行资质审核。审核通过后，进入考察期，考察期不少于6个月，期满表现合格后，由会员单位按照道教仪轨组织完成入道仪式。
第五条 各会员单位应当以年度为单位向世界道教联合会提交入道教徒名单及相关材料备案。
第六条 各会员单位可为入道教徒制作并颁发入道证书。
第七条 各会员单位不得重复吸纳入道教徒。入道教徒由接纳其入道的会员单位负责联系管理。
第八条 会员单位每5年对入道教徒身份进行核验。不符合本办法第三条规定，或逾期6个月不接受核验者，取消其入道教徒身份并公告，报世界道教联合会备案。
第九条 入道教徒主动放弃道教信仰，或因其他原因丧失入道教徒身份的，由接纳其入道的会员单位解除其入道教徒身份并公告，向世界道教联合会申请注销备案。
第十条 入道教徒从事道教活动，应当遵守当地法律法规。
第十一条 本办法由世界道教联合会负责解释。
第十二条 本办法自公布之日起施行。
第十三条 本办法适用于中国以外国家或地区的会员单位吸收非中国籍人员入道。
中国香港特别行政区、中国澳门特别行政区的会员单位参照本办法制定相关规定报世界道教联合会备案。
World Federation of Daoism Regulations for the Initiation of Daoist Followers
Article 1
These regulations are formulated in accordance with the "Charter of the World Federation of Daoism" and the current status of international Daoist tradition, with the aim of promoting the orderly spread of Daoism in the world and guiding the member organizations of the World Federation of Daoism in the admission and management of individuals who become Daoist followers.
Article 2
"Initiation" as used in these regulations refers to the procedures and ceremonies for a Daoist follower to become a candidate for the Daoist clergy as recognized by a member organization of the World Federation of Daoism (hereinafter referred to as "member organization").
Article 3
Applicants seeking initiation shall meet the following conditions:
1. Comply with the laws and regulations of relevant countries and regions, and hold legal citizenship;
2. Believe in Daoism, identify with the basic tenets of Daoism, and have a basic understanding of Daoist common knowledge and major scriptures;
3. Possess good character, uphold basic Daoist precepts such as no killing, no stealing, no sexual misconduct, no lying, no alcohol abuse, and no slandering of other religions;
4. Have a clear master-disciple transmission within a Daoist lineage.
Article 4
Initiation shall adhere to the following procedures:
The individual submits an application for initiation, recommended by a master to a member organization for qualification review. After passing the review, there is a probation period of no less than 6 months. Upon successful completion of the probationary period, the member organization will conduct the initiation ceremony in accordance with Daoist ritual.
Article 5
Each member organization shall submit a list of new initiates and relevant materials to the World Federation of Daoism on an annual basis for record-keeping purposes.
Article 6
Each member organization is allowed to produce and issue initiation certificates to Daoist followers it has admitted.
Article 7
Member organizations shall not admit the same follower more than once. Followers are managed by the member organization that accepted their initiation.
Article 8
Member organizations shall verify the status of Daoist followers every 5 years. Those who do not meet the requirements of Article 3 of these regulations, or who fail to undergo verification for more than 6 months past the deadline, shall have their status as Daoist initiates revoked and publicly announced, and reported to the World Federation of Daoism for record-keeping purposes.
Article 9
If a Daoist initiate voluntarily renounces their Daoist faith or loses their status for other reasons, the member organization that accepted them shall terminate their status, announce it publicly, and apply to the World Federation of Daoism to cancel the record.
Article 10
Daoist initiates shall comply with local laws and regulations when engaging in Daoist activities.
Article 11
The World Federation of Daoism is responsible for the interpretation of these regulations.
Article 12
These regulations shall take effect from the date of promulgation.
Article 13
These regulations apply to member organizations in countries or regions outside of China when admitting non-Chinese nationals. Member organizations in the Hong Kong Special Administrative Region and the Macao Special Administrative Region of China shall formulate relevant regulations with reference to these regulations and report them to the World Federation of Daoism for record-keeping purposes.
