世界道教联合会入会标准
第一条 为规范本会会员发展机制,确保会员质量与代表性,依据《世界道教联合会章程》,制定本标准。
第二条 会员分为单位会员与个人会员,实行分类管理。
第三条 单位会员应当具备以下条件:
(一)认可并遵守世界道教联合会的章程和规定;
(二)为所在国或地区合法注册的非营利组织,具备法人资格或等效法律地位,有一定的人员规模;
(三)成立时间满3年及以上(特殊情况可适当放宽年限要求),认同道教基本教义,且能持续开展道教或与道教相关的活动;
(四)管理机构成员中不少于60%为所在国或地区长期居留公民或永久居民,不少于50%具备道教师承背景。
第四条 个人会员应当具备以下任一条件:
(一)德高望重且具有重要影响力的道士;
(二)道教或道文化研究领域资深学者;
(三)在推动道教和道文化国际传播或跨文明对话方面做出突出贡献者。
第五条 申请成为世界道教联合会会员,应当遵循以下程序:
(一)提交材料:
单位会员:注册文件、近3年活动报告、成员名册。
个人会员:履历、推荐信(需2名世道联现任理事推荐)、成果证明。
(二)初审:秘书处在提交材料后30个工作日内核查材料完整性。
(三)实地考察:如有必要,由理事会委派工作组考察。
(四)终审:理事会投票。理事会需三分之二以上理事出席,到会理事三分之二以上同意为表决通过。
(五)公示:官网公示新会员名单,接受异议申诉。公示日不少于5个工作日。
第六条 未完全达标但具潜力的组织,可申请2年期观察员资格,享有参会权,无表决权,达标后可申请转正。
第七条 单位会员应当每年向世界道教联合会提交年度活动报告。
第八条 会员有以下情形的,经世界道教联合会理事会表决通过后给予暂停会籍或除名处置,并书面通知:
(一)连续2年未履行报告义务或欠缴会费的;
(二)借符箓、风水等名义向公众敛财或滥收费用的;
(三)丧失本办法第三条或第四条所规定的条件的;
(四)其他严重违反世界道教联合会章程或规章制度的。
第九条 本办法由世界道教联合会负责解释。
第十条 本办法自公布之日起施行。
World Federation of Daoism Membership Requirements
Article 1
These requirements are formulated in accordance with the "Charter of the World Federation of Daoism" to regulate the membership development of the Federation and ensure the quality and representativeness of its members.
Article 2
Membership is divided into institutional membership and individual membership, which are managed separately.
Article 3
Institutional membership shall meet the following conditions:
1. Acknowledge and comply with the Charter and regulations of the World Federation of Daoism;
2. Be a non-profit organization legally registered in the host country or region, possess legal person status or equivalent legal status, and have a certain number of personnel;
3. Have been established for at least 3 years (this requirement may be appropriately relaxed under special circumstances), uphold the basic tenets of Daoism, and capable of consistently conducting Daoist or Daoism-related activities;
4. At least 60% of the members of the governing body must be long-term residents or permanent residents of the host country or region, and at least 50% must have a Daoist master-disciple lineage background.
Article 4
Individual members shall meet any of the following conditions:
1. Daoist priests of high moral character, prestige, and significant influence;
2. Senior scholars in the field of Daoism or Daoist cultural research;
3. Individuals who have made outstanding contributions to promoting the international dissemination of Daoism and Daoist culture or cross-civilizational dialogue.
Article 5
Applications for membership in the World Federation of Daoism shall follow the following procedures:
1. Submission of materials:
Institutional members: Registration documents, activity reports for the past 3 years, and a list of members.
Individual members: Curriculum vitae, letters of recommendation (requiring recommendations from two current council members of the World Federation of Daoism), and proof of achievements.
2. Preliminary review: The Secretariat will verify the completeness of the materials within 30 working days after submission.
3. Field inspection: If necessary, the Council will appoint a working group to conduct an inspection.
4. Final review: Voting by the Council. More than two-thirds of the council members must be present, and approval requires the consent of more than two-thirds of the council members in attendance.
5. Public notice: The list of new members will be posted on the official website to accept objections and appeals. The public notice period shall be no less than 5 working days.
Article 6
Organizations that do not fully meet the standards but show potential may apply for a 2-year observer status, which grants the right to attend meetings but no voting rights. They may apply for full membership after meeting the standards.
Article 7
Institutional members shall submit an annual activity report to the World Federation of Daoism every year.
Article 8
Members who fall under any of the following circumstances shall have their membership suspended or revoked following a vote by the Council of the Federation, and shall be notified in writing:
1. Failing to fulfill reporting obligations or failing to pay membership fees for two consecutive years;
2. Soliciting public funds or charging excessive fees in exchange for talismans, feng shui, or similar practices;
3. No longer meeting the conditions specified in Article 3 or Article 4 of these Regulations.
4. Committing other serious violations of the Charter or rules and regulations of the World Federation of Daoism.
Article 9
The World Federation of Daoism is responsible for the interpretation of these regulations.
Article 10
These regulations shall come into effect on the date of promulgation.
